Before the trench is dug, buried utility lines get marked through Oregon 811. Oregon law calls for that request at least two full business days before digging starts. Then we dig the base trench and build a compacted pad of crushed stone at least 6 inches thick.
The first course is leveled on that pad, block by block, because every course above follows it. Each course sets back a little from the one below, so the wall leans into the slope. On taller walls, layers of geogrid run from between the courses back into the compacted soil. Cap blocks finish the top.
Behind the blocks goes at least 12 inches of drainage gravel, with a drain pipe along the bottom. The gravel lets water in the soil drain away before pressure builds against the wall. Backfill goes in layers of 8 inches or less, and a plate compactor packs each one.
The Oregon Residential Specialty Code lets each city require a permit for retaining walls over 4 feet tall. The height runs from the bottom of the footing to the top of the wall. Shorter walls can need one too when they hold up a driveway or a slope steeper than 3 to 1. Statewide, a wall that supports a house, or holds back ground that could reach one, needs a building permit.
Tualatin and Portland both use the 4-foot line, and both add walls that hold up extra weight. In Lake Oswego, a wall over 2 feet that holds up extra weight needs a permit. Clean Water Services, the stormwater and sewer agency for urban Washington County, also reviews retaining walls.
Each city sets its own line within the state rule, so the city permit office has the final word. The permit question is settled before work starts.
On hillside lots in the West Hills and Lake Oswego, the yard can fall away steeply from the house. Terracing breaks that slope into shorter walls with level ground between them. Each level becomes usable ground for new planting beds or a small lawn, and block steps connect the levels.
We have built terraced block walls up a steep backyard, with block steps set into the walls. The space between terraces can matter for the permit. Lake Oswego counts walls within 5 feet of one another as one wall when it measures height.
Down on the flatter Tualatin Valley floor, many soils drain slowly and the water table rises in winter. There, a low wall can raise a planting bed or level a lawn that tilts toward the house. Where fine soil could clog the drainage gravel, filter fabric goes between the two. If the yard stays soggy near the wall, a French drain can be part of the plan.
