On lots like these, the slope behind the house keeps sliding into the yard. The flat ground below it stays soft from November to April.

Lake Oswego has about 18,100 homes, and about 6 in 10 are detached single-family houses. By Census Bureau estimates, half were built by 1982. In Tualatin, the halfway year is 1992. Only about 1 in 10 Lake Oswego homes were built in 2010 or later.
In ZIP 97034, which takes in downtown, 37 percent of homes went up before 1970. In ZIP 97035, about half date from the 1970s and 1980s. A yard planted with a house that age may still have its first shrubs and its first sprinkler system. Some of those yards need a reset first, with new planting beds or a new lawn.
USDA soil maps put about a quarter of the city on Cascade silt loam, a somewhat poorly drained soil. About 20 to 30 inches down, it has a dense layer called a fragipan. In winter, water perches on top of that layer, and the ground above stays wet.
Some low ground along creeks maps as Cove silty clay loam, which is poorly drained. In that soil, the water table can sit within a foot of the surface from December to June. In the Portland area, October through May brings nearly 9 of every 10 inches of rain. On a lot where water sits all winter, a French drain can carry it to a proper outlet.
Lake Oswego runs its own stormwater system, and city rules allow only rainwater into the storm drains. Some lots got a stormwater facility when they were built, such as a drywell or a rain garden. The city requires a yearly inspection of each one, with a report sent in.
On a hillside lot, a retaining wall can turn a slope into a level lawn or a patio. Lake Oswego requires a building permit for any retaining wall over 4 feet tall. A wall over 2 feet needs one too if it carries a surcharge. A surcharge is extra load above level ground behind the wall, such as a slope.
The city treats retaining walls within 5 feet of each other as one wall when it measures height. So two 3-foot terraces set 4 feet apart count as one wall over 4 feet tall. In residential zones, a fence can reach 6 feet, or 4 feet within 10 feet of a street. A fence on or within 5 feet of a retaining wall tops out at 8 feet, wall and fence together.
Home landscaping that moves more than 50 cubic yards of fill needs a city erosion control permit. A new paver patio counts as a major site feature, so it needs one too. So does any work within 50 feet of a water body, such as the lake or a creek. The permit question is settled before work starts.
In fall and winter, heavy leaf and pine needle buildup slows the city's street sweepers. Lake Oswego City Code bars blowing or raking leaves onto sidewalks and streets. Lake Oswego's tap water comes from the Clackamas River through the Lake Oswego Tigard Water Partnership. The city runs weather stations that record rainfall and soil moisture to help set summer watering. Its conservation page also reminds residents to winterize irrigation systems for the season. Our yard was a mess and Green Tree made it beautiful for us. They cleaned up the back yard and laid sod. That was an amazing transformation and the grass is still gorgeous. In the front yard they dismantled an aging pathway I put in years ago and replaced it with large stone and some kind of filler in any gaps so weeds don't grow. it's perfectly angled for water run off. It looks beautiful and every time see it I'm thrilled with the quality of work.
