Landscaping older Milwaukie yards under the city tree code

Milwaukie is a Clackamas County city of about 21,000 people, where Johnson Creek meets the Willamette River. About 1 in 9 of its homes went up before 1940, by Census Bureau estimates. Only about 3 in 100 were built in 2010 or later.

The city says about 80 percent of its tree canopy grows on private land. It aims for 40 percent canopy cover across town by 2040. Removing a private tree over 6 inches across, measured 4.5 feet up, takes a permit and a replacement tree. Pruning a private tree needs no permit, and neither does removing a screening hedge or shrubs.

OSU Extension says lawn grass does poorly in spots with less than 4 hours of direct sun a day. Planting beds often do better than grass under big trees. Bark dust, the shredded bark used on Northwest beds, helps keep the weeds down. We plan a new landscape around the trees you keep.

Why do some Milwaukie yards stay wet all winter?

About a third of Milwaukie sits on Latourell loam, a deep soil that USDA soil surveys rate well drained. More than a quarter is silt loam and loam that drain more slowly. In those soils, winter water can rise to within 25 to 30 inches of the surface.

Here, about 9 of every 10 inches of rain fall between October and May, by NOAA normals for Portland. Johnson Creek and Kellogg Creek both run through town. Low ground near the creeks has Wapato silty clay loam, a poorly drained soil that floods and ponds in winter. A restoration project on lower Kellogg Creek aims to add flood storage and cut flooding there.

The city's storm system includes 1,190 catch basins and 197 dry wells. Its stormwater FAQ says water in a private backyard is not the city's to fix. On a lot like that, a French drain or some regrading can carry the water away from the house. For roof water, the city allows a dry well with a permit, at least 10 feet from the foundation.

Milwaukie fence rules and yard project permits

Milwaukie's planning rules cap fences at 42 inches in front yards and 6 feet in side and back yards. At corners and driveways, the city's clear-vision rule holds fences and shrubs to 30 inches above the curb. The city also warns that an old fence line is not a reliable property line. It suggests setting a new cedar fence at least 6 inches inside a known line.

Milwaukie's building division uses the state residential code to decide which projects need a permit. Under that code, a retaining wall over 4 feet tall, measured from the bottom of the footing, needs one. A shorter wall that holds up a driveway or other weight can need one too. Grading 50 cubic yards of soil or more takes a city grading permit.

In Milwaukie, a project that disturbs more than 500 square feet of soil needs a city erosion control permit. The city says issuing one can take up to 30 business days. Oregon law also calls for an Oregon 811 locate request at least two business days before any digging. The permit question is settled before work starts.

Leaf season and landscape maintenance in Milwaukie

Milwaukie asks residents to keep leaves and grass clippings out of the street gutters and storm drains. Leaves on a catch basin grate can back water up into the street. The city cleans about half its catch basins each year and asks residents to rake blocked grates clear.

Our yard was a mess and Green Tree made it beautiful for us. They cleaned up the back yard and laid sod. That was an amazing transformation and the grass is still gorgeous. In the front yard they dismantled an aging pathway I put in years ago and replaced it with large stone and some kind of filler in any gaps so weeds don't grow. it's perfectly angled for water run off.
