Landscaping for Happy Valley's newer homes

Happy Valley has grown fast. Portland State University estimates the city went from 23,739 people in 2020 to 28,291 in 2025. The city counts itself among the fastest-growing cities in Oregon. It is now planning a new Main Street on Scouters Mountain Road, east of SE 172nd Avenue.

About 7 in 10 homes here were built in 2000 or later, and most are single-family houses. Developments like Taralon and Jackson Hills were built with their own open space and trails.

Building a house can strip or bury the topsoil. OSU Extension says the subsoil left behind is low in organic matter and slow to take in water and roots. Its advice is to mix organic matter into the existing soil, then add topsoil where it helps most. So a new landscape starts with the soil, before the first plant goes in.

Why do Happy Valley yards stay wet all winter?

USDA soil maps show two silty soils under most of Happy Valley. Cascade silt loam covers more than half the city, and Powell silt loam about a fifth. Both have a dense, brittle layer called a fragipan, about 15 to 30 inches down. In winter, water perches on top of that layer, so a lawn can stay soggy until spring.

On a slope, that water moves downhill to the low side of the yard. More than a quarter of the city is mapped on slopes of 15 percent or steeper. Wet ground is part of the landscape here: Happy Valley Park alone holds 24 acres of wetlands.

A French drain on the low side of a yard can catch that water and carry it off. Downspout drain lines and regrading often handle the rest. WES, Clackamas County's Water Environment Services, runs the storm sewers here under an agreement with the city. A new storm connection needs approval, and a dry well may drain slowly in soils like these.

Retaining walls and permits on Happy Valley slopes

On a hillside lot, terraced retaining walls turn a steep bank into level ground for a lawn or patio. When walls step up a slope, Happy Valley's code sets the spacing. The gap between two walls must be at least as wide as the lower wall is tall.

A wall under 4 feet usually needs no permit in Happy Valley. From 4 feet up, the city requires a permit. Near homes, the code generally caps each wall at 8 feet, measured on its downhill face. If the lowest wall is visible from the next lot, the code calls for plants that screen its whole face.

Some hillside lots also fall in the city's Steep Slopes Development Overlay, which has its own rules. The city requires an erosion control permit when work disturbs more than 500 square feet of ground. A full backyard redo can pass that line. The permit question is settled before work starts.

Year-round landscape maintenance in Happy Valley

Our yard was a mess and Green Tree made it beautiful for us. They cleaned up the back yard and laid sod. That was an amazing transformation and the grass is still gorgeous. In the front yard they dismantled an aging pathway I put in years ago and replaced it with large stone and some kind of filler in any gaps so weeds don't grow. it's perfectly angled for water run off.
