Landscape Maintenance for Tigard's 1970s and 1980s Yards

Half of Tigard's roughly 23,900 homes were built in 1988 or earlier, per Census Bureau estimates for 2020 to 2024. Only 14 percent were built before 1970, and 57 percent are detached houses. Most of those yards are well past their first planting.

Our program runs all 12 months at a flat monthly rate, the same in January as in leaf season. It covers mowing, edging, trimming shrubs and small trees below six feet, and picking up debris. It also brings four seasonal lawn fertilizer applications and weeding of the beds. The fall leaf cleanup and the spring cleanup are part of the program year.

Anything above six feet is quoted as separate work. A big tree is a job for an arborist.

What Keeps Tigard Lawns Wet From Winter Into Spring?

More than a third of Tigard sits on sediment the Missoula Floods left behind, per the federal NRCS soil survey. The most common soil in the city is Aloha silt loam, rated somewhat poorly drained. In a normal year it holds water perched just 1 to 2 feet below the surface.

Low ground is wetter still. Cove silty clay loam, a flood plain soil, covers about 4 percent of Tigard. Its water table sits within a foot of the surface from December to June. Fanno Creek flows through the city on its way from the West Hills to the Tualatin River.

On ground like this, a lawn can be more moss than grass by March. OSU Extension ties moss to poor drainage and to shade where grass gets under 4 hours of sun. Before new sod goes in, the fix is often a French drain or a regrade. Both move water away from the house.

Bull Mountain Slopes and the Newer Yards of River Terrace

Bull Mountain rises on the west side of Tigard. NRCS maps more than half of the Bull Mountain area as silt loam on slopes of 7 to 30 percent. A few feet down sits a dense layer called a fragipan, and water passes through it slowly. Cascade silt loam covers about a quarter of that area, and NRCS notes water perched on its fragipan in winter.

Homes on the hill are newer than the city as a whole. In unincorporated Bull Mountain, 69 percent were built from 1990 to 2009. River Terrace, on the mountain's western flank, has grown from rural land into new housing. The first residents moved in during 2016.

A sloped backyard here often needs terraced block retaining walls to make room for a flat lawn or a patio. Each wall gets drainage gravel and pipe behind the block, and taller walls get geogrid. Oregon's residential code sets the building permit line at 4 feet, measured from the bottom of the footing. A shorter wall carrying extra load can need a permit too, so the permit question is settled before work starts.

Street Tree and Stormwater Rules in Tigard

Tigard's urban forestry code puts the street trees beside your lot in your care. Removing a street tree takes the city's written approval. So does removing a native tree with a trunk 6 inches or wider at chest height inside mapped sensitive lands.

Clean Water Services is the stormwater agency for Tigard and the rest of urban Washington County. It says relandscaping or a new fence will require its review and may need a permit. Retaining walls, and grading that disturbs more than 500 square feet, fall under its Limited Development Review. In Tigard, its staff also handle the erosion control inspection.

Before any digging, utility lines get marked through Oregon 811, which needs at least two full business days of notice. About two-thirds of Tigard gets its water from the Clackamas River through the Lake Oswego Tigard Water Partnership.

Our yard was a mess and Green Tree made it beautiful for us. They cleaned up the back yard and laid sod. That was an amazing transformation and the grass is still gorgeous. In the front yard they dismantled an aging pathway I put in years ago and replaced it with large stone and some kind of filler in any gaps so weeds don't grow. it's perfectly angled for water run off. How tall can a fence be in Tigard?
In a front setback, Tigard's development code (section 18.210.020) allows a 3-foot fence on a local street. On a collector or arterial street, the front limit is 6 feet. Side and rear setbacks allow up to 8 feet, and a fence 7 feet or taller needs a building permit. We plan each cedar privacy fence to fit those limits.
